Rules for using of paid municipal parking lots on the secondary roads of general use of Kazan and placement of vehicles on them
The following Rules determine the order of use of the paid municipal parking lots, located on the secondary roads of general use of Kazan, they should be respected by all individuals when in the area of the paid municipal parking. Any violating of the Rules will lead to administrative responsibility according to the legislation in effect.
1. General statements
1.1.Premises of the municipal parking lot are defined as an area of a secondary road of general use of Kazan, that is indicated by the appropriate road signs and marking, considered by the attachment #1 to the resolution by the Council of Ministers of the Government of the Russian Federation of the 23 October 1993 #1090 “Of the Road Traffic Regulations”.
1.2. A parking place is a specially indicated, when necessary accommodated and equipped, place at a municipal parking lot, reserved for placement of a single vehicle.
1.3. A parking session – a period of time of placement of a vehicle at a paid municipal parking lot (use of parking place), which starts when a payment is made for the placement of a vehicle at a municipal parking lot and ends when the vehicle is reported as removed from the place of the paid municipal parking lot in the case of payment by debiting from the online parking account of the vehicle owner at the Web portal of the city parking space on the Internet (https://parkingkzn.ru/) or the moment of the prepaid time in the case of payment through a park meter.
1.4. All the technical equipment for organization of the traffic at the municipal parking, all the static and mobile objects that ensure the working of the parking, including the objects for payment (park meters), as well as objects of video-observation belong to the parking.
1.5. Municipal parking lots are not aimed at keeping vehicles. The owners of the vehicles take the risks for highjacking and damage caused to vehicles at a parking lot by third parties.
1.6. Parking lots are open 24h per day, if there are no signs stating otherwise.
2. The order of payment and placement of the vehicles on the parking lot’s premises
2.1. The following vehicles are parked free of charge at a municipal parking lot:
- vehicles of emergency services (ambulances, fire fighting, police, military units, emergency units, federal security service bodies, investigative authorities of the Investigation Committee of the Russian Federation), that have the corresponding identification marks, colors, graphics and signs – at any parking places, apart from the parking places reserved for people with disabilities, that are indicated with appropriate road signs and (or) marking, on which the parking of other vehicles is forbidden;
- vehicles specially equipped for the use by people with disabilities with the authorization the modification of the vehicle, given according to the order stated by the legislation in effect, vehicles for people with disabilities, who own a passenger cars, acquired trough the bodies of social security of subjects of the Russian Federation or through the Fund of social security of the Russian Federation and equipped for prevention of the disabilities of rehabilitation of people with disabilities, as well as people with disabilities (of I and II groups), that transport such people with disabilities and children with disabilities, equipped according to the regulation of the norms of Road traffic regulations, can be parked at the parking places for vehicles of people with disabilities, indicated by appropriate road signs and (or) marking;
- for electric cars the parking is free of charge at all parking places, apart from the parking places reserved for people with disabilities, that are indicated by appropriate road signs and (or) marking, on which the parking of other vehicles is forbidden.
2.2. In the case when the time period of paid parking of a vehicle is not considered by appropriate road signs, installed directly at the paid municipal parking, the placement of vehicles at the municipal parking lots (use of parking lots) is paid 24h per day.
2.3. A stop within a parking lot’s premises of a duration not longer of 15 minutes, due to boarding (deboarding) of passengers or loading (unloading) of cargo is free of charge.
2.4. Payment for the placement of a vehicle at a parking lot is made by a payment in advance by one of the following methods:
2.4.1. Payment through a park meter of municipal parking lots by credit cards of the international payments systems or by transport card of Kazan.
The payment is made when a sufficient amount of money is available on a credit card or a transport card of Kazan (not less then an amount sufficient for a payment of the shortest parking session). The shortest parking session from the start of parking with the use of a park meter is set as 60 minutes and after that – every 30 minutes)
The receipt is the document confirming the payment for the parking through the park meter. The time and date of the vehicle parking at the paid parking lot are shown on it.
2.4.2. . Payment through a debiting of an online parking account at the Web portal of the city parking space of Kazan (https://parkingkzn.ru/) on the Internet (mobile application).The shortest time period from the start of a parking session with the use of the mobile app or a personal account at the Web portal of a city parking space of Kazan is set as 30 minutes, and after that – every 15 minutes.
The account is debited when a parking place start being used and until the end of use.
The beginning and the end of use are determined through the use of the mobile app at the Web portal of the city parking space of Kazan (https://parkingkzn.ru/).
One can top up their parking account balance from a mobile credit, with the use of payment systems and credit cards at the Web portal of the city parking space of Kazan (https://parkingkzn.ru/).
2.4.3. Payment for a parking session by sending a SMS to the special mobile provider number «3116» The shortest time period from the start of a parking session when sending a SMS is set as 30 minutes, and after that – every 15 minutes.
To make the payment one needs to send a text message to the four-digit number 3116 with the following text: р16*zone number*number of the vehicle with the region number *number of hours
To extend a parking session one needs to send a text message to the four-digit number 3116 with the following text: р16*x*number of hours.
To stop a parking session earlier, one needs to send a text message to the four-digit number 3116 with the following text: р16*с. In this case the amount for the unused time is refunded to the online parking account of the sender and can be used for payment for future parking sessions.
2.5. In the first fifteen minutes from the moment of entrance to the parking premises, the individual, who is parking their vehicle at a parking place of a municipal parking must start a parking session by making a payment for the placement of a vehicle at a paid city parking lot by one of the methods stated in the points 2.4.1-2.43. of the present Rules.
Failure to proceed with the payment is considered as a non-payment for the placement of a vehicle at a paid municipal parking lot and causes bringing to the administrative responsibility in accordance with the legislation in effect.
2.5.1. The individual who is parking their vehicle at a parking place of a paid municipal parking lot must leave the paid municipal parking lot at the end of the parking session.
2.6. The following is not allowed at the municipal parking lots:
2.6.1. Reserving the parking places or making other obstacles for parking places use.
2.6.2. Placing of a vehicle of a different kind at a parking place reserved for vehicles of a particular kind, which is indicated with appropriate road signs or (and) marking.
2.6.3. Placing of a vehicle without respecting the limits of the parking places. In the case a vehicle is parked without respecting the limits of the parking places, the payment for the parking is demanded for the number of occupied places.
2.6.4. Leaving a vehicle with registration numbers that are non-legible, non-standard, or installed not according to the government standards, without registration numbers, with registration numbers that are missing on the designated areas of a vehicle, as well as with registration numbers with use of materials that prevent from or render difficult their identification.
2.6.5. Leaving a vehicle on the premises of a paid municipal parking lot without paying for parking.
2.6.6. Polluting the premises of a paid municipal parking lot.
2.6.7. Damaging the equipment, installed on the premises of a paid municipal parking lot.
2.6.8. Preventing from cleaning of streets and parking premises.
