Rules for the use of closed parking lots

I. BASIC RULES


1.1. These rules apply to persons who place vehicles in the parking lot, as well as third parties who are on it.

1.2. Parking operation mode - AROUND the CLOCK.

1.3. Free parking time is the first 15 minutes from the moment the vehicle enters the territory.

1.4. The speed of movement in the underground parking is no more than 5 km/h.

1.5. Parking for electric vehicles and disabled vehicles is free of charge.


II. ON THE TERRITORY OF THE UNDERGROUND PARKING IS PROHIBITED


2.1. The entrance of a vehicle with a height of more than 2 m, a length of more than 5 m and with trailers.

2.2. Vehicle entry without state registration numbers.

2.3. The entrance of the vehicle is in an emergency condition, with significant body damage or in tow.

2.4. The vehicle entrance is in a heavily polluted condition.

2.5. The entrance of a vehicle with a thickness of snow cover on the body more than 5 cm.

2.6. Vehicle parking in places designated for travel and on pedestrian paths.

2.7. Parking of a vehicle with the engine running.

2.8. Parking in places intended for the parking of disabled vehicles, except for persons who have a legal right to do so (Article 12.19 of the Administrative Code of the Russian Federation).

2.9. Parking of one vehicle in more than one parking space.

2.10. Being in the parking lot in a state of alcoholic, narcotic or other toxic intoxication.

2.11. Smoking, including electronic cigarettes and other nicotine-containing products, the use of narcotic drugs and drinking alcoholic beverages.

2.12. Repair, maintenance of the vehicle, installation and removal of parts from the vehicle, refueling of the vehicle fuel and other work.

2.13. The faulty vehicle must be immediately removed from the underground parking area by the forces and at the expense of the vehicle owner.

2.14. Washing, wiping, cleaning, pasting of windows and bodywork, installation and dismantling of stickers on the vehicle.

2.15. Photo and video shooting without the consent of the Administration, except for amateur photo and video shooting in public areas.

2.16. Leaving minor children unaccompanied in the vehicle.

2.17. Leaving animals in the vehicle.

2.18. Gambling and sports games.

2.19. Application of inscriptions and pasting of advertisements, posters and other products of informational content, distribution booklets, leaflets, advertising and other promotional products.


III. PERSONS LOCATED ON THE TERRITORY OF THE UNDERGROUND PARKING ARE OBLIGED TO


3.1. Comply with the provisions of these rules.

3.2. Comply with and comply with the requirements of security personnel.

3.3. Observe public order, fire safety rules and cleanliness.


IV. RESPONSIBILITY FOR VIOLATION OF THE RULES OF USE OF UNDERGROUND PARKING


4.1. In case of damage/destruction of the property of the Kazan parking lot, the guilty person is obliged to compensate for the damage.

4.2. The Administration is not responsible for damage or theft of the vehicle, as well as for the safety of things in the vehicle.

Rules for obtaining season tickets at paid closed-type parking lots in Kazan


These rules define the procedure for payment and receipt of a subscription for placement in a paid municipal parking of a closed type of vehicle.


1. GENERAL PROVISIONS AND BASIC TERMS


"Vehicle" - a passenger car owned by the User on the right of ownership or other legal basis a car or motorcycle that meets the following requirements:

1.1. dimensions no more than 2.00 m high, 2.50 m wide and 6.00 m long;

1.2. not in an emergency, without significant body damage threatening life, human health and property, not in tow, with state registration plates;

"Closed–type parking" (hereinafter referred to as CTP) is a specially designated, equipped and equipped place, free access to which is restricted by installing a barrier or other device that prevents the free entry of a vehicle into the parking area and departure of a vehicle from the parking area, intended for organized parking of vehicles on a paid basis, located on a land plot a plot that is in municipal ownership;

"Parking space" - a graphically designated (by applying floor markings, light indicators or otherwise) part of the Parking Lot intended exclusively for the placement of one vehicle;

"Subscription" is a document issued to the user, regardless of its form (plastic card or other information carrier), granting the right to place in a paid municipal parking of a closed type, paid in accordance with the tariff, containing in electronic form information about the validity period of the Subscription, payment and other necessary data related to the placement of the vehicle.

"Checkpoint Controller" is an employee of the MGO «Organizer of the city parking space» exercising authority in accordance with the job description.

"Vehicle Placement" means the installation of a Vehicle in a reserved Parking space.

"Reserved parking space" is a parking space allocated for parking the vehicle of a person who has paid for a subscription for a certain period, not allowed for placement or not intended for a privileged category of users.

In accordance with the resolution of the Executive Committee of Kazan dated 11.11.2016 No. 4609 "On the creation of municipal paid planar open parking lots in Kazan", the possibility of purchasing the following subscriptions is provided for the users of CTP:

2. REGISTRATION AND PAYMENT OF SEASON TICKETS


To apply for a subscription, from the official website parkingkzn.ru , it is necessary to download the sample, fill it out and transfer the original to the checkpoint controller. It is also possible to get a sample application to fill out from the checkpoint controller.

    To fill out the application, you need the following information:
  • vehicle owner's details;
  • identity document;
  • information about the vehicle (brand and state registration mark);
  • the applicant's phone number.
    For legal entities additionally:
  • full name of the organization;
  • OGRN, INN/KPP;
  • legal address;
  • phone number;
  • data of the head / representative of the legal entity;
  • document confirming the authority of the head/representative of the legal entity;
  • a document certifying the identity of the head/representative of the legal entity.

In order to issue a subscription, the applicant also gives consent to the processing and verification of the personal data specified in the application.

3. PAYMENT FOR A SEASON TICKET

The user is obliged to pay for the subscription in accordance with the current tariffs.

    Payment is made in advance in the amount of the full cost of the selected subscription in one of the following ways:
  • in cash (cash/non-cash), paid at the parking lot where the subscription is purchased;
  • transfer of funds to the settlement account of MGO "OGPP" with the indication in the payment document (receipt) of the purpose of payment: "Payment for the purchase of a subscription in a closed parking lot". The subscription with this payment method is provided to MGO "OGPP" no later than 3 working days from the date of actual receipt of funds to the settlement account of MGO "OGPP".

MGO "OGPP" notifies the user about the fact of granting the right to place in a paid parking of a closed type on the day of registration of the subscription by the phone number specified in the application.

4. FINAL PROVISIONS

One subscription is purchased for one vehicle.

Upon receipt of the subscription, the vehicle is placed in a reserved parking space.

The subscription, in addition to the function of identifying the PZT user, serves as a means to enter and exit the parking lot in automatic mode.

The penalty for the loss of a subscription is 1000 (one thousand) rubles.

Flat parking with a barrier operates in a paid mode, including on weekends and holidays.

The risks of theft and damage caused to vehicles by third parties, the risks of accidental death or accidental damage to vehicles, theft of property from vehicles on the CTP are borne by the owners of vehicles themselves.
